After completing her L.L.M. at Université de Montréal (Montréal) in 1998 and a Master’s in International Relations at Université Laval (Québec City), Raphaëlle joined Global Affairs Canada in 2008 to focus on trade policy issues. As Senior Trade Policy Officer, she worked on various aspects of Canada’s bilateral and plurilateral trade negotiations (investment, government procurement, services) as well as important trade policy issues and related litigation. In January 2017, she was appointed as Vice-Consul, Education and Cultural Industries, at the Consulate General of Canada in Rio de Janeiro. In her new role, she has been focusing, amongst other things, on finding new ways to connect Canadian and Brazilian companies in the Cultural Industries sector (books, music, audio-visual) to create opportunities and build new partnerships. 

Raphaëlle speaks French, English, Spanish, Italian and Portuguese. She is married and has three children.
